Frederick L. Kauser, PhD, is a public-sector executive, educator, and consultant with
more than four decades of experience in fire and emergency services and three decades in adult education and workforce development. He is the recently retired Chief Fire Executive of a 100-member career department serving in metropolitan Columbus, where he advanced through every rank over a 40-year career — and briefly served as the organizations Human Resources Director during its 2023–2024 leadership transition.
He holds a PhD in Workforce Development and Education from The Ohio State
University, where his dissertation examined learning support effects on informal
learning. He also holds an MA in Labor and Human Resource Management from Ohio
State and a BS in Fire Science Engineering Technology from the University of Cincinnati.
Dr. Kauser currently serves as Adjunct Faculty in the NASPAA-accredited Master of
Public Administration program at Bowling Green State University and has held prior
adjunct and instructional appointments at Franklin University, Cleveland State
University, the Ohio Fire Academy, and the International Association of Fire Chiefs'
International Fellowship Program. As an independent consultant, he advises municipal
officials and fire-service leaders on organizational learning and behavior, compensation strategy, staffing, and succession planning.
He is the author of numerous trade articles, curriculum designs, and conference
presentations on fire-service leadership, training, and organizational learning.
